When data drives progress: Lithuania – second in Europe in open data maturity
Lithuania has achieved an exceptional result: in the 2025 Open Data Maturity assessment by the European Commission, our country ranked 2nd in Europe, second only to France and surpassing most European Union member states. This is not only a high recognition but also a clear sign that Lithuania is no longer catching up but is now setting the direction and providing a clear vision.
At the core of this achievement is the consistent and strategically focused work of the State Data Agency (Statistics Lithuania), which has built a mature, sustainable, and high-standard open data ecosystem.
“Second place in Europe shows that Lithuania has moved to a new maturity stage – where open data is no longer just a transparency tool, but has become a real foundation for decision-making, innovation, and national progress. This is the result of the collective work of the public sector community”, notes Dr Jūratė Petrauskienė, Director General of the State Data Agency.
The European assessment shows that Lithuania achieved an impressive 98 per cent overall open data maturity score, almost the maximum in all four areas: policy, portals, data quality, and impact. This result was achieved not by increasing the volume of data, but by purposefully building a system in which data becomes reliable, easy to find, and practically usable.
Particular attention is given to high-value datasets: strategic data that have the greatest impact on the economy, the environment, and society. In this area, Lithuania is considered one of the European leaders.
Open data today is an integral part of a modern state. It increases transparency, enables innovation, supports evidence‑based decision‑making, and strengthens public trust in institutions. The fact that Lithuania has become one of the most mature open data countries in Europe means that data has become a strategic national asset.
Being ranked second in Europe is not the final goal – it is a solid foundation for further progress. The State Data Agency will continue working to ensure that open data creates as much value as possible for the state, businesses, and society.
