The State Data Agency (Statistics Lithuania) Is Implementing the Project “2026-LT-LiDAS”, Aimed at Developing the Infrastructure for Secondary Use of Health Data in Lithuania

The State Data Agency is implementing the European Union programme “EU4Health”-funded project “2026-LT-LiDAS”. Its objective is to strengthen the Agency’s readiness to perform the functions of an institution responsible for access to Lithuania’s health data, and to implement the requirements of the European Health Data Space (EHDS).

The project duration is 36 months. The total project budget amounts to EUR 1,245,206.08, of which EUR 996,164.86 is co-financed by the European Union under the “EU4Health” programme.

The project addresses several key challenges related to the re-use of health data. It aims to increase the involvement of private and research data holders, improve the discoverability of health data and the quality of metadata. It also plans to expand opportunities for data analysis in a secure environment and strengthen Lithuania’s readiness for cross-border use of health data in line with the requirements of the European Health Data Space.

As part of the project implementation, it is planned to:

  • develop a national health data catalogue providing standardized information on health data sets available in Lithuania; 
  • improve health data descriptions and implement data quality assessment tools; 
  • develop a secure data analysis environment where researchers and other authorized users will be able to analyse health data; 
  • integrate access services to Lithuania’s health data into the European infrastructure “HealthData@EU”, and enable secure cross-border use of health data.

Lithuania already has a strong legal and technological foundation for the re-use of health data. The State Data Agency ensures centralized access to these data, while the data required for analysts are processed within the State Data Lake environment. This environment integrates data from various state institutions and bodies, including data from the eHealth system and information systems of healthcare providers.

“Based on how efficiently health data are collected and used, Lithuania is already one of the most advanced countries in Europe. The aim of this project is not only to adapt to new EU requirements, but also to ensure a functioning, user-friendly, and secure data exchange ecosystem. We expect that this will enable Lithuania to maintain its leading position in this field not only at the European level but also globally, while creating conditions for the development of the most advanced research and innovations”, notes Julius Juodakis, Head of the Health Data Division at the State Data Agency.

As part of the project implementation, core infrastructure and clear processes will be developed to ensure the secure re-use of health data for scientific research, innovation, and public policy-making. The project will also improve the availability of health data, the quality of metadata, and Lithuania’s readiness to cooperate at the European level.

Since the entry into force of the Law on the Re-use of Health Data of the Republic of Lithuania in 2022, the State Data Agency has already issued 70 permits for the re-use of health data. Once a permit is granted, the Agency collects, links, and prepares the required data for analysis in a secure environment.

Upon completion of the project, health data in Lithuania will become easier to find, more clearly described, assessed based on quality criteria, and securely used for legitimate re-use purposes.
