State Data Agency Strengthens Cooperation with Municipalities: Data Becomes the Basis for Decision-Making

The State Data Agency (Statistics Lithuania) continues close cooperation with municipalities – a series of visits is taking place across Lithuania to present the results of data opening and new opportunities to use data as a decision-making tool.

In November, the Agency’s team plans to visit the municipalities of Palanga, Anykščiai, Panevėžys cities, and Šilutė and Panevėžys districts. In December, a visit to Kretinga Municipality is planned. During these meetings, the aim is to discuss municipal needs in person, share best practices, and jointly seek new ways to use data more effectively in making local government (municipal) decisions.

In recent years, municipalities have actively engaged in the process of data opening. Consistent work, a shared vision, and trust-based partnerships have helped achieve significant results: more and more municipal data are being integrated into the State Data Lake, making them accessible.

“We would like to thank municipalities for their constructive cooperation. Opening up data is not just a technological process, but a shared goal to create more efficient, data-driven public policy”, emphasizes Gita Literskė, Deputy Director General of the State Data Agency.

Practical Value of Data

During the visits, the Agency’s specialists demonstrate practical ways to use data: data can be highly beneficial for municipal operations. The main focus is on the project “Savivaldos DataLab” (Municipal DataLab) – an interactive data analysis tool that enables municipalities to monitor key performance indicators, analyze trends, and make data-driven decisions.

“The presentation of the DataLab tool was very interesting – how to use the application, what it shows, and how to dive deeper into the data to generate insights. We encouraged municipal representatives to join, analyze, and think using data, as well as to consider what tools or dashboards they could create for their own needs”, noted Jolanta Valeiša, representative of the State Data Agency.

This application provides the ability to:

  • conveniently analyze already opened municipal data;
  • monitor indicators in real time;
  • combine municipal data with information from other institutions;
  • create visualizations and analytical products tailored to specific needs.

Visits – A Space for Dialogue and New Ideas

During the meetings, broad possibilities of the State Data Lake are discussed: how combining data from different sources can help better understand social, education, asset management, or civil safety processes.

Experts from the fields of education, social support, strategic planning, asset management, and civil safety are invited to participate in such meetings. This interdisciplinary team of specialists has the opportunity to better assess the prospects for data application and explore new directions for cooperation.

Shared Goal – Data-Driven Local Governance

Representatives of the State Data Agency emphasize that the purpose of these visits is not only to present examples of data use but also to establish a mutual dialogue. Each municipality’s experience and needs are unique, so the aim is to listen, learn, and jointly create solutions that strengthen municipalities’ ability to rely on data in their daily operations.

The Agency hopes that this series of visits will be another step toward a more open, efficient, and data-driven culture of public governance.
