Started Publishing 2025 Medicinal Product Price Changes
The State Data Agency (Statistics Lithuania), implementing Resolution No. 975 of 20 December 2023 of the Government of the Republic of Lithuania “On the Conduct of Statistical Surveys on the Sale (Dispensing) of Medicinal Products and Pharmacy Goods to the Population in Pharmacies and on Medicinal Product Price Changes”, presents the first results of the statistical survey on medicinal product price changes. This statistical survey enables thorough monitoring of the annual and average annual price changes of two groups of medicinal products – non-reimbursable prescription medicines and non-prescription medicines. The prepared statistical information will allow for more effective monitoring of medicinal product price changes and ensure evidence‑based policymaking in the field of pharmaceuticals.
Several data sources are used to calculate medicinal product price changes:
- Electronic transaction records at the receipt level provided by major pharmacy chains
- The e-Prescription subsystem of the Electronic Health Services and Cooperation Infrastructure Information System
- Information on medicinal products from the Medicinal Products Information System (VAPRIS)
The quality of statistical indicators is ensured not only through the use of innovative data sources, but also through the application of the Törnqvist price index, used for the first time in Lithuania’s official price statistics. This index makes it possible to assess price changes while taking into account consumer preferences based on active pharmaceutical ingredients, following the ATC (Anatomical Therapeutic Chemical) classification.
In 2025, compared to 2024, prices of non‑reimbursable prescription medicinal products increased by 1.9 per cent, while non‑prescription medicinal products became more expensive by 3 per cent. An analysis of annual price changes for each month of 2025 shows that price growth trends persist across both medicinal product groups; however, a stronger price increase is observed in the non‑prescription medicinal product group (see chart).
More detailed data on medicinal product price changes by ATC classification are publicly available on the Official Statistics Portal, where methodological information is also provided on the conduct of the statistical survey, data quality, and the principles for calculating price changes.
Medicinal product price changes are published once a year. The next publication is scheduled for the first quarter of 2027.
The State Data Agency will continue to ensure that reliable and comprehensive statistical information supports the development of transparent, effective, and data‑driven health policy in Lithuania.
