Particular focus on high-value data at the sixth meeting of the Open Data Club

 

The sixth meeting of the "Open Data Club" was held at the State Data Agency (Statistics Lithuania). During it, together with representatives from the ministries and authorities responsible for data opening, progress towards Lithuanian data opening, as well as the opening of high-value data, updating of the Open Data Portal and management of user needs were discussed.

Representatives of the Ministry of the Economy and Innovation of the Republic of Lithuania presented progress of Lithuanian data opening in international research in recent years. For example, in 2019, in the "OURdata Index" ranking of the Organization for Economic Cooperation and Development (OECD), Lithuania took the 32nd place, while currently it is among the top ten. In all categories, Lithuania exceeds the average set by the OECD and, together with South Korea, France, Poland, Estonia, Spain, Ireland, Slovenia, Denmark and Sweden, is included in the highest rated group of countries.

The above-mentioned countries take a comprehensive approach to data opening initiatives: from developing open data strategies and implementing legal requirements to publishing high-quality data and collaborating with stakeholders to promote data reuse.

Milda Aksamitauskienė, Data Resource Analyst of the State Data Governance Information System Division (the State Data Agency), presented the project "Integration of State Information Resources into the State Data Lake". Its goal is to increase the state's resilience to threats and the benefits generated by data. Currently, the project team consists of 48 people, cooperates with 261 institutions and has already identified more than 1 thousand information resources.

The meeting was attended by authorities and institutions that have high-value data (HVD) sets, such as the Lithuanian Road Administration, the Communications Regulatory Authority, the State Patent Bureau, the National Land Service, the Lithuanian Geological Survey, the Environmental Protection Agency and the Lithuanian Prison Service, so the main focus was on HVD discussion. The legislation of the European Commission stipulates that by June 2024, all countries of the European Union should open and publish the HVD sets of the intended six categories (read more about it on). 84 sets have already been opened, and you can follow the opening process on the scoreboard.

The representative of the Information Society Development Committee also shared the updated videos published on Lithuania’s Open Data Portal for data openers, discussed the needs for data sets received from users.

The State Data Agency (Statistics Lithuania) implements the project "Integration of State Information Resources into the Data Lake", which is financed by the Economic Recovery and Resilience Facility Plan "New Generation Lithuania" and the State budget of Lithuania.
