“Houston, We Have a DATA”: Data Challenges and Solutions at the Upcoming State Data Conference


On 15–16 April, the State Data Agency is organizing a two‑day event where the results of the project “Integration of State Information Resources into the Data Lake” will be presented, and their practical application in the activities of state institutions will be discussed.
The event program includes practical training and a conference: on the first day, “Savivaldos DataLab” (Municipal DataLab) training for municipal representatives will take place, and on the second day – the State Data Conference, where the achieved results will be presented, challenges discussed, and future directions for data use outlined.
This event marks the beginning of the practical application of the solutions developed during the project in the activities of state institutions.
Speakers and participants of the Conference
The Conference will be attended by representatives of the public sector, business, and technology communities. Among them are the Director General of the State Data Agency Dr Jūratė Petrauskienė, Chancellor of the Government of the Republic of Lithuania Eitvydas Bingelis, data strategist Milda Aksamitauskienė, project manager Laurynas Truncė, and the Head of the State Statistics Service of Ukraine Arsen Makarchuk.
Discussions will also feature experts from various fields: Dalius Kazlauskas, Vilma Misiukonienė, Vaidas Paulauskis, Dalia Veličkaitė, Mindaugas Civilka, Dr. Virgilijus Dirma, and others.
Main themes of the Conference
The Conference will present solutions developed during the project, and examine their practical benefits for state institutions.
The program includes discussions on data quality, accessibility, data sharing between institutions, and the use of data in decision‑making.
There will also be an overview of what is already working, what obstacles remain, and what solutions are needed to ensure more efficient data use.
Practical solutions and thematic spaces
During the event, thematic spaces will be available to showcase concrete solutions developed during the project and already being applied.
In the public sector space, solutions dedicated to social protection, healthcare, and other areas will be presented, while the business space will feature technological solutions and analytical tools applicable in the public sector.
In the regional space, the application of data‑driven solutions in local government – from urban planning to service improvement – will be discussed. In the artificial intelligence space, forecasting models and automated solutions will be presented.
The open data space will introduce state data opening solutions and examples of high‑maturity open data, while the health data space will showcase opportunities for the secondary use of data in policy‑making, service planning, scientific research, and innovation development.
“Savivaldos DataLab” (Municipal DataLab) training
On the first day of the event (15 April), the “Savivaldos DataLab” training session will be held for municipal specialists.
During the training, participants will work with the data infrastructure developed during the project, and analyze real data from various fields (education, civil protection, demographics, and social services).
They will examine student flows and attendance, changes in population structure, preparedness for emergency situations, as well as assess service needs and accessibility.
This training is aimed at strengthening practical skills and applying the developed solutions at the municipal level.
Project objectives and the problem addressed
The project aimed to tackle a key challenge: the potential of data accumulated by state institutions is not being fully utilized – data often remain fragmented, unevenly opened, and are only partially applied in practice. As a result, opportunities to create advanced solutions and improve public services are not fully realized.
The project’s objective was to improve data openness and use, increase their maturity, and encourage stronger institutional involvement. During the project, more than 300 state information resources were integrated, a metadata catalogue was created, and high‑maturity data were opened, enabling broader and more effective use.
Project results and further development
The event summarizes the results of the project “Integration of State Information Resources into the Data Lake”, and marks a new stage: the consistent use of the created data infrastructure in the activities of state institutions.
Further activities will focus not only on developing solutions but also on their application, expansion, and integration into everyday decision‑making processes.
The Conference is intended for policymakers, data specialists, and institutional leaders seeking to make better use of the data they have.
