Classification of legal entities to the general government: how decisions are made and why this is of increasing concern

Deficit and debt of Lithuania’s government sector are calculated according to common European Union rules. One of the most important steps in this process is to clearly and consistently determine which legal entities are assigned the status of general government.

The State Data Agency (Statistics Lithuania) carries out this assessment based on European Union standards, and ensures that decisions are transparent, objective, and applied equally to legal entities.

Why is it important to accurately determine which entities are assigned general government status?

Whether a legal entity is classified to the general government determines how the general government deficit and debt are calculated, how financial indicators are assessed, and whether Lithuania complies with the EU’s fiscal rules.

Accurate and consistent classification practice allows:

  • to accurately assess the finance position of the general government;
  • to reliably compare data with other countries;
  • to make well‑founded, reasoned and sustainable fiscal policy decisions;
  • to ensure effective fiscal oversight and manage related risks.

Who makes the decision and based on what?

The decision on whether a legal entity is classified to the general government is made by the State Data Agency, applying the criteria established by the European Union. The assessment takes into account:

  • whether a legal entity is controlled by government institutions;
  • what functions an entity performs;
  • whether the entity’s activity is of a market or non‑market nature.

These criteria are set out in the EU methodology, and are applied in all Member States. This means that Lithuania’s decisions are aligned with European statistical standards.

What does this mean for businesses and institutions?

For legal entities – especially those whose activities involve state or municipal participation – it is important to clearly understand how their status affects general government financial indicators and reporting.

Classification to the general government may influence:

  • how the entity is reflected in general government deficit and debt indicators;
  • what requirements apply to data provision and reporting.

The aim of the State Data Agency is to provide clarity and predictability, ensuring that both businesses and institutions know in advance which criteria are applied and what consequences they can expect.

Transparency and consistency in decision‑making

Decisions on the classification of a legal entity to the general government are:

  • transparent – based on publicly available EU standards and clear methodology;
  • objective – the same criteria are applied in similar situations;
  • consistent – ensuring a uniform approach over time and across legal entities.

When assessing legal entities, the State Data Agency cooperates with other responsible institutions to ensure that all relevant circumstances are taken into account.
