The success and transparency of Lithuania’s tourism sector are inseparable from accurate data on tourist flows, travel seasonality, and visitor needs. This vital information is collected by the National Tourism Information System (NTIS), which also includes the “E.turistas” subsystem. All licensed accommodation service providers: both classified (hotels, guest houses, motels, campsites) and non-classified (youth hostels, holiday homes, sanatoriums, rural tourism homesteads, and private landlords) are required to submit data on their accommodated guests through the “E.turistas” subsystem.

By providing this data, service providers not only fulfill their obligation set out in legislation, but also contribute to the development of a reliable, data-driven tourism system. The information collected enables the state to better plan investments in tourism development, design effective marketing campaigns abroad, and promote regional tourism. Data is now entered and transmitted digitally, making the process faster, more efficient, and aligned with modern business needs. Moreover, service providers who actively submit data to the subsystem contribute to increasing Lithuania’s visibility in international tourism campaigns, as this information is used to shape the country’s image and promote tourism offerings and supply in foreign markets.

Data Submission Procedure and Specific Exceptions

Data submitted to “E.turistas” includes tourist cards, which should be provided in accordance with established deadlines and requirements. The obligation to submit data ensures that all tourism-related information is centralized and continuously updated, thereby creating appropriate conditions for data-driven policy-making.

An exception applies only to rural tourism service providers. They may submit data to the system less frequently – once per month – and only when their guests are foreigners. This procedure helps to reduce the administrative burden on small-scale service providers, while maintaining the efficiency and transparency of the system.

It is important to emphasize that all submitted data is processed in compliance with the requirements of the protection of personal data, including European Union legislation and national regulations.

Administrative Responsibility and the Importance of Data

Although administrative liability is established for the failure to comply: from EUR 300 to EUR 650 for the first violation, and from EUR 560 to EUR 900 for repeated offenses, the key goal is not the

imposition of sanctions. The main value of the system lies in the ability to build a reliable, data-driven tourism ecosystem.
