Opening of high value data sets of public relevance is now well under way
The State Data Agency (Statistics Lithuania) carries out the opening of high value data (HVD) sets, which aims to make as many public sector data with high social and economic potential open for reuse and create added value for the State.
The legislation of the European Commission (EC) stipulates that by June 2024 all the European Union (EU) Member States must open and publish HVD sets of the specified categories. More than 1.4 thousand various public sector open datasets available for download in electronic format have already been published on Lithuania's Open Data Portal.
"High-value datasets are data that are useful to a large number of users. They can be used by both business, creating innovative products, and the scientific community, seeking progress in the field of interest, and the public, obtaining interesting and useful information. This type of data is opened throughout the EU in accordance with international standards", noticed Dr Jūratė Petrauskienė, Director General of the State Data Agency.
The EC regulation lists specific categories of data: geospatial data (postal codes, national and local such as topographical, marine or other maps), earth observation and environmental data obtained from satellites, meteorological data (observations, weather forecasts), statistical data (national, regional and local statistical data, including key demographic and economic indicators), company and company ownership data (company and business registers), as well as mobility data (transport timetables, road works, etc.).
Data in the category of statistical data is currently being opened, which is planned to be published in full in January. The State Data Agency, as one of the largest information producers, has already transmitted about 70 official statistics datasets to the common data space. Data, such as gross domestic product at current prices, general birth and death rates, energy consumption, corporate environmental investment, etc. are available.
HVD sets will also be opened by various national authorities, such as the National Land Service, Lithuanian Geological Survey, Lithuanian Hydrometeorological Service, State Service for Protected Areas, Environmental Protection Agency, Inland Waterways Directorate.
The opening of HVD sets at the State Data Agency is carried out in accordance with the project "Integration of State Information Resources into the State Data Lake" of the Plan "New Generation Lithuania", which provides for not only the integration of other state information systems, registers, databases into the common data ecosystem and the opening of their data, but also data inventory of these resources.
