Municipal DataLab Is Now Publicly Available to Everyone
The Municipal DataLab initiative developed by the State Data Agency (Statistics Lithuania) is now publicly available to everyone. A dedicated external webpage provides information on what DataLab is, what it is designed for, which analytical tools have already been developed, who can use them, and how access to them can be obtained.
The webpage presents the thematic areas covered by DataLab, the applications that have already been developed, their purpose, the data sources they use, and how frequently the data are updated. Until now, detailed information about these solutions was available only to users of the State Data Governance Information System (VDV IS). It is now accessible to anyone interested in learning more about them.
At present, Municipal DataLab covers three thematic areas and 14 applications. More than 20 data sources are used to develop these applications, including data from state information systems, registers, and cadastres.
“We want to make it clear what solutions have already been developed, what data they are based on, and what practical value they can provide. DataLab is not just a technology project. Its core purpose is to help the public sector, and municipalities in particular, make data-driven decisions”, notes the team responsible for the development of Municipal DataLab at the State Data Agency.
Data for Addressing Specific Municipal Challenges
Municipal DataLab was created to help solve highly specific challenges faced by municipalities. One of the first use cases focused on preparedness for the evacuation of persons with disabilities during emergency situations.
Addressing practical municipal challenges requires not only data from different sources but also the ability to link and analyse that data. By using data provided by other public institutions, the State Data Agency prepared the necessary datasets and developed an analytical tool that can be used by municipal employees.
This approach became the foundation of DataLab: the goal is to develop data products and analytical solutions based on real municipal needs, rather than simply providing standalone datasets.
“Municipal issues often span the responsibilities of several institutions. For example, it is not enough to know how many pupils there are. It is also important to understand where they live, what their social circumstances are, and other relevant factors. The State Data Lake enables the integration of data from different registers and information systems, while DataLab makes this information available in a form that can be readily used in day-to-day work”, notes the team responsible for the development of Municipal DataLab.
From Shelters to Teacher Workforce Planning
Tools developed for civil protection enable the analysis of data on collective protection structures and shelters, potential shelters, warning sirens, flood risk, and hazardous facilities.
Another DataLab application helps assess the ageing of the teaching workforce and anticipate potential shortages of teachers in specific subjects. For example, by using the available data, Akmenė District Municipality was able to accurately identify demand for teachers in two subject areas and allocate funding in a targeted way to attract them.
A further tool enables the analysis of demographic data on residents who have declared their place of residence in a municipality, including their geographical distribution, age, citizenship, educational status, studies, and employment. This information can support planning for education and social services, as well as infrastructure development.
DataLab Grows Alongside Its Users
In recent years, DataLab has increasingly been used not only by municipalities, but also by ministries, national agencies, and other public institutions.
This creates opportunities to use consistently prepared and comparable data in projects implemented across all municipalities, while helping national institutions carry out monitoring and planning more effectively.
As the number of applications continues to grow and the user community expands, all key information about DataLab is now publicly available.
