ON THE STATE GOALS AND EXPECTATIONS FOR THE HEAD OF THE STATE DATA AGENCY (STATISTICS LITHUANIA)

I. ROLE AND ACTION LINES OF THE AGENCY
Role, activities and functions of the Agency are indicated in a concise form. The State Data Agency is an institution of the Government of the Republic of Lithuania that participates in the formation of state policy in the field of official statistics management assigned to the Minister of Finance and in the field of state data governance assigned to the Minister of the Economy and Innovation, implementing this policy and coordinating the production of official statistics in accordance with the provisions of Part I of the Official Statistics Program, and state data processing – in line with the State Data Governance Program. The State Data Agency is the manager and processor of the State Data Governance Information System, which is intended to implement the objectives set out in Part 1 of Article 21 of the Law on Official Statistics and State Data Governance of the Republic of Lithuania. The State Data Agency shall perform the following functions:

II. STATE EXPECTATIONS AND GOALS TO BE ACHIEVED IN THE AGENCY
State strategic expectations for the Agency in the long-term perspective, justification of goals the Agency will create value for society, priority areas for action. Mission of the State Data Agency – to develop products that help to make right decisions. Vision of the State Data Agency – we are No. 1 data science practitioners in Europe. Draft State Data Agency Activity Strategy 2024–2026 identifies the following operational priorities:

V. RISK MANAGEMENT
| External and/or internal factors that may affect the institution seeking to implement its purpose and achieve the goals and results set in the Agreement, as well as actions that will be used to manage operational risks. |
Risks and actions aimed at managing operational risks are integrated into the Agency's annual operational plan. In 2024, 10 main operational risks have been identified, and actions of a continuous or one-off nature have been foreseen:
- Reduced public trust in the State Data Agency (hereinafter referred to as the “Agency”) and its services. Actions:
1.1. To strengthen the Agency's cyber resilience by expanding human resources, implementing additional technical cyber security measures, modernizing the IT infrastructure;
1.2. To Implement data marketing measures;
1.3. To prepare to publish quality characteristics of sample survey indicators to users. - Users’ needs are not satisfied. Actions:
2.1. To regularly assess the need for official statistics;
2.2. To perform the analysis of effectiveness of the visualization tools applied and, taking into account its results, reorganize presentation of the product to users;
2.3. To expand the use of private data for statistical purposes;
2.4. To organize the transfer of statistical surveys to the SDG IS data management platform subsystem. - Unimplemented works set in Part I of the Official Statistics Program due to non-receipt of data from administrative and other external sources. Actions:
3.1. To develop analytical competencies in statistical divisions and public sector;
3.2. To educate the public by implementing data and statistical literacy measures;
3.3. To expand the use of private data for statistical purposes;
3.4. To provide alternative ways (models) for preparing results. - Impaired provision of SDG works and services due to insufficient capacity. Action:

5.1. To prepare technical and organizational feasibility study for risk management;
5.2. In line with the results of the study, to provide a temporary solution;
5.3. To expand the functionality of the Official Statistics Portal. - The State Data Center service is not available. Action:
6.1. To perform the analysis of the system recovery plan drawn up by ISDC (the Information Society Development Committee) and to develop an action plan for the State Data Agency to ensure system recovery. - Destroyed, damaged or changed electronic information, the process of preparing statistical information of the Agency disrupted. Actions:
7.1. To carry out an attempt to restore electronic information of the SDGIS Official Statistics subsystem from backup copies of electronic information;
7.2. To monitor disk memory filling and ensure availability of disk space;
7.3. To carry out analysis of IT incidents and take preventive actions;
7.4. To increase the level of competence of IT employees by organizing qualification upgrading;
7.5. To implement additional technical measures for protection against increasing cyber attacks;
7.6. To organize the transfer of statistical surveys to the SDG IS data management platform subsystem according to the approved plan;
7.7. To prepare and implement a calendar plan for updating the system software in the Agency for the years 2024-2028;
7.8. To implement software tools for testing employees' resistance to social engineering. - Obtaining and timely production of high-quality statistical information is not ensured. Actions:
8.1. To improve the quality of statistical forms/lists of statistical indicators;
8.2. To develop analytical competencies in statistical divisions and public sector;
8.3. To expand telephone surveys of residents;
8.4. To implement new data sources and, taking into account technical progress, means for collecting consumer price statistical data;
8.5. To modernize e-services for receiving and processing population statistical data;
8.6. To record respondents' complaints about e. Statistics, and immediately inform the IT Technology Division about them;
8.7. To prepare and approve an operation continuity plan (in the event of an emergency) and an operation recovery plan (in the event of the aforementioned situation). - Property, data and documents destroyed, damaged, the employees’ health disturbed. Actions:
9.1. To monitor the condition of fire-fighting equipment, premises, pipelines and the roof, record the observed faults in the logbook, and inform the State Enterprise Turto bankas about them;
9.2. At least once a year, to instruct employees on how to behave in emergency situations, to organize exercises;
9.3. To prepare and approve a, operation continuity plan (in the event of an emergency) and an operation recovery plan (in the event of the aforementioned situation). - Scheduled works in the divisions failed to be completed on time and with high quality. Actions:
10.1. To create conditions for at least 4 students to do internships in the Agency;
10.2. To organize meetings with third- to fourth-year students of relevant specialties in order to encourage them to get a job at the Agency;
10.3. To cooperate with the university(s) and provide Master's thesis topics relevant for SDA, promoting student involvement;
10.4. To prepare detailed workflow descriptions as needed – desk books;
10.5. To prepare 20 calendars of statistical survey (work) processes;
10.6. According to the work plan for the transition from SAS to R, to rewrite statistical survey programs;
10.7. Applying the LEAN Methodology, to perform statistical survey (work) process analysis and make suggestions for their optimization.
