Project for Strengthening the Infrastructure for the Secondary Use of Health Data "2026-LT-LiDAS"

The State Data Agency is implementing the project “2026-LT-LiDAS”, funded by the European Union’s “EU4Health” programme and aimed at strengthening the infrastructure for the secondary use of health data in Lithuania.

Project objective – to strengthen the capacity of the State Data Agency to act as Lithuania’s health data access body. The project aims to establish the core infrastructure and clear processes that will enable Lithuania to properly implement the requirements of the European Health Data Space. The project focuses on improving the accessibility of health data and the quality of metadata, as well as ensuring the secure reuse of health data for scientific research, innovation and public policy-making.

The project addresses several key challenges: limited involvement of private and scientific data holders, insufficient data discoverability, a lack of transparency regarding metadata quality, limited analytical capabilities in a secure environment, and currently insufficient preparedness for cross-border data use processes.

Following the implementation of the project, health data in Lithuania will be easier to find, more clearly described, better assessed in terms of quality, and securely accessible for lawful reuse. This will strengthen opportunities for scientific research, innovation, health policy analysis and international cooperation.

The project will include:

• creating a national health data catalogue providing standardised information on health datasets available in Lithuania;
• improving health data descriptions and implementing data quality assessment tools;
• developing a secure environment in which researchers and other authorised users will be able to analyse health data;
• integrating Lithuania’s health data access services with the European HealthData@EU infrastructure, enabling the secure cross-border use of health data.

Lithuania already has a legal and technological framework for the reuse of health data, as well as an operational centralised data access process. This is supported by the State Data Lake environment, into which all data required for analytical purposes from other state institutions and bodies are brought together, including data from E. Health and the information systems of personal healthcare institutions. Since the Law on the Reuse of Health Data entered into force in 2022, the State Data Agency has issued 70 permits for the reuse of health data, which it collected and prepared for use in a secure environment.
