Upgrading and Maintaining Functionality of the Human Resources Demand Forecasting System

The State Data Agency (Statistics Lithuania), as a project partner, in June 2022–August 2023, participated in the project "Upgrading and maintaining functionality of the human resources demand forecasting system" of the Public Enterprise Government Strategic Analysis Center (STRATA).

STRATA implements the project "Upgrading and maintaining functionality of the human resources demand forecasting system" (No. 09.4.3-ESFA-V-834-02-0001), financed by the Structural Funds of the European Union.

The development of the human resources (HR) monitoring and forecasting system pointed to the need for:

• linking the subgroups of occupations of the Lithuanian Classification of Occupations with study and training programs, and performing the testing of cross-compliance of the subgroups of occupations of the Lithuanian Classification of Occupations with study and training programs;

• upgrading the database of human resources demand in the labor market, used in the medium-term forecasting tool of human resources demand;

• updating the forecasting model, which would be based on detailed data collected in the Lithuanian registers;

• upgrading the Internet platform where forecasting and monitoring results will be published.

In June 2022, the State Data Agency and STRATA signed a cooperation agreement, the purpose of which is preparation of the HR status report, and the upgrading and maintaining of functionality of the HR forecasting system.

The results achieved:

  • by using and integrating data of state registers and information systems, regular (once a year) reports on the state of HR, and long-term forecasts of demand and supply of HR are prepared;
  • operation and functionality development of the forecasting system are maintained;
  • presentation of HR forecasting results on scoreboards is ensured (see here);
  • the long-term forecast model of HR demand and supply is developed and improved as needed.
