Modernisation of the Official Statistics Subsystem (former Integrated Statistical Information System) of the State Data Governance Information System (VDVIS)

The State Data Agency is implementing the state investment project “Modernisation of the Official Statistics Subsystem (former Integrated Statistical Information System) of the State Data Governance Information System (VDVIS)”.

Problems addressed by the project

  • Insufficient compliance with Eurostat and OECD recommendations for the production of statistical information
  • Long duration of statistical information preparation and publication
  • Inefficient collection of statistical information from residents and economic entities
  • Inefficient processing of statistical data

Project objective

To modernise the Official Statistics Subsystem of VDVIS (former ISIS) by ensuring an efficient statistical information production process that complies with international recommendations and standards, and by improving the quality of statistical information.

Project tasks

The project is implemented in stages.

During Phase I (2019), the following tasks were implemented:

  • Standardised and centralised storage of statistical data and metadata
  • Standardised and centralised initiation of statistical surveys
  • Standardised and centralised validation and editing of microdata

During Phase II (from 2020 to 2022), the following tasks were implemented:

  • Standardised development of business statistics questionnaires
  • Modernisation of business statistics data collection processes, adapting them to use data managed in the statistical data and metadata repository
  • Modernisation of business statistics questionnaire completion functions, aligning them with international standards and using secure modern technologies

During Phase III (2024–2025), the following tasks are planned:

  • Standardisation of the development of household statistics questionnaires
  • Modernisation of household statistics data collection processes, adapting them to use data managed in the statistical data and metadata repository
  • Modernisation of household statistics questionnaire completion functions, aligning them with international standards and using secure modern technologies

Expected results

  • Application of GSIM and GSBPM models and related technical standards in the production of statistical information
  • Reduction in the preparation time of statistical data collection instruments by 40% within 4 years after project completion
  • Reduction in the average duration of annual statistical information preparation and publication by 5 days within 4 years after project completion
