Reception and early integration of refugees from Ukraine

Project No HOME/2022/AMIF/AG/EMAS/TF1/LT/0013 “Reception and early integration of refugees from Ukraine”, funded by the Asylum, Migration and Integration Fund under the measure “Emergency Assistance”

Project tasks

• To strengthen the capacity of the Republic of Lithuania in the processes of registration of third-country nationals and issuance of residence permits in the Republic of Lithuania;
• To improve reception conditions for third-country nationals;
• To contribute to the early integration of third-country nationals at municipal level;
• To prepare for a possible influx of third-country nationals (including the preparation of accommodation places and the remuneration of staff needed to coordinate accommodation and provide services to third-country nationals);
• To ensure a smooth exchange of data on the State Data Management Platform in order to implement Point 3.4 of the Government of the Republic of Lithuania Resolution No 224 of 16 March 2022 “On granting temporary protection to foreigners in the Republic of Lithuania”.

By implementing the Project, the State Data Agency:

• will ensure the data exchange between state information systems, including information systems whose managers or processors are:  Information Technology and Communications Department under the Ministry of the Interior of the Republic of Lithuania, the Migration Department, the State Enterprise Centre of Registers,  the State Social Insurance Fund Board, the Employment Service, budgetary institution National Agency for Education, the Health Emergency Situations Centre under the Ministry of Health of the Republic of Lithuania, municipal administrations;
• will ensure the provision of data to the responsible institutions – the Ministry of Social Security and Labour, the Ministry of Finance, municipal administrations, the Association of Lithuanian Higher Education Institutions – for the organisation of general admissions and for the decision-making and performance of functions of other institutions;
• will ensure technical possibilities for the public institution "Strong Together" and the institutions and/or organisations referred to in the Government of the Republic of Lithuania Resolution No 224 of 16 March 2022 to process and/or exchange personal data, including special categories of personal data, for the purpose of accommodation, food provision and humanitarian assistance to foreigners;
• to carry out other functions entrusted by the Government of the Republic of Lithuania under Resolution No 224 of 16 March 2022.
