Implementation of open data platform enabling effective public-sector information reuse for business and creation of data management tools
In July 2021–June 2023, the State Data Agency, as the Project Partner, participated in the Project ‘Implementation of open data platform enabling effective public-sector information reuse for business and creation of data management tools’ (No 02.2.1-CPVA-V-523-01-0001) led by the Information Society Development Committee.
The aim of the Project – to form open data sets and their metadata and to open the data sets of public sector institutions on the Lithuanian Open Data Portal (ODP).
Activities:
- Inventory of data sets created by the State Data Agency, preparation of their data structure description and other metadata and provision thereof on the ODP.
- Opening of data sets created by the State Data Agency and other institutions and ensuring of implementation quality:
- To create an interface with the primary data source via a data sharing connector (agent);
- To prepare a data structure description for the data set and other documents required for data opening;
- To depersonalize and arrange the data sets received;
- To create an interface with ODP via REST API.
- Creation and implementation of a mechanism for automatic updating of open data sets and their metadata.
The main results achieved by the Project:
- The Open Data Portal was filled with open data from 43 information systems or registers managed by 24 public sector institutions (a total of 181 high-maturity data sets) (see here).
- The Law on the Right to Receive Information and Data Reuse has a new provision: when transferring data sets to the Lithuanian Open Data Portal, institutions shall use the State Data Governance Information System (SDG IS) managed by the State Data Agency. The opening of state information systems is centralized and automated at the state level.
Opening of public sector data enables various interested groups of society to see new perspectives and, based on them, to develop innovations that generate economic and social benefits: contribute to quality of life, business growth, the international image of the country, etc.
