Development of healthcare service quality assessment model (dashboards on indicators) (public sector)
The State Data Agency (Project Partner) and the State Patient Fund under the Ministry of Health (Project Executor) implement the Project according to Progress Measure No 11-002-02-11-01 "Improving the quality and accessibility of health care services" of the Development Programme for Improving the Quality and Efficiency of Health Care of the Manager of the Development Programme 2022–2030 the Ministry of Health of the Republic of Lithuania, funded by the 2021–2027 European Union funds and/or funds of the Recovery and Resilience Facility and the state budget of the Republic of Lithuania.

Project objective
The aim of this project is to develop a complex healthcare quality assessment tool and a patient feedback assessment tool, which would allow the users to analyse in a user-friendly environment the performance of healthcare institutions and the values of quality measurement indicators, to compare the results between different entities, and to provide access to the analytical data to interested groups (policy makers, healthcare institutions, patients, founders of the healthcare institutions, etc). Through the use of information technologies, to display the results of the assessment of patient feedback (including patient satisfaction) about the provided health care services of selected health care institutions. Strengthen the competences of the staff who will work with the IT system.
Project tasks
- The aim is to create an IT tool which would allow the users to analyse in a user-friendly environment the performance of healthcare institutions and the values of quality measurement indicators, to compare the results between different entities, and to provide access to the analytical data to interested groups (policy makers, healthcare institutions, patients, founders of the healthcare institutions, etc).
- Through the use of information technologies, to display the results of the assessment of patient feedback (including patient satisfaction) about the provided health care services of selected health care institutions.
- Training and capacity building of staff working with the IT system.
Project activities
- Creation of a unified platform for the centralised data collection, management and calculation of indicators of the Lithuanian National Health System (LNHS).
- Creation of integrations with other information systems that collect and store data necessary for the calculation of the LNHS indicators
- Creation of an external portal for importing or inputting data
- Development of IT tools for the analysis of data of the LNHS indicators
- Training for specialists
- Development of an external portal for open data analysis
Expected results
After the implementation of the Project, the automated collection of the LNHS indicators’ values will be carried out; the results of the assessment of patient feedback (including patient satisfaction) about the provided health care services in selected health care institutions will be displayed; there will be opportunities for automated analysis of the LNHS indicators in various sections; the LNHS indicators will be opened to the health care institutions and the public; data-driven decision-making will be possible.
