Representation of data providers

 

Persons (especially foreign citizens) who do not have the opportunity to confirm their identity on the Electronic Government Gateway Portal can register in the e. Statistics system by submitting to the State Data Agency a Consent to provide statistical data electronically - in the annex to the form "Data on the User of the Electronic Statistical Data Preparation and Transmission System" question 2 should be answered “NO”, and a 4-digit code should be indicated, which will be required to confirm identity. A properly completed Consent to provide statistical data electronically should also be submitted by those heads of economic entities for whom an account has been automatically created, but they do not have the opportunity to identify themselves by logging in via the Electronic Government Gateway.

Only a registered user – a representative of data provider– can log in to the e. Statistics system and use all services. Registered users can log in to the e. Statistics system in two ways:

Persons who have confirmed their identity through the Electronic Government Gateway can log in in both of the above ways, and persons who have registered using the simplified procedure – only in the first way.

 

If you have never filled out and submitted statistical reports in the e. Statistics system, become a registered user of the system – a representative of the data provider. To become a representative of the data provider, you should be authorized by the following persons:

  • A legal entity's representation account can be created for you by a head or other representative with administrator rights in the e. Statistics system, who has logged in to his/her representation account.
  • Also, if you want to become a data provider's representative, you can submit a representation request yourself. The account will be created only after the head of the legal entity or other representative with administrative rights approves the submitted representation request.
  • A representation account can be created by the State Data Agency after receiving the Consent to provide data electronically signed by the head of the legal entity (you can find the form here), it must indicate the data provider's details, the future representative’s personal data, and what rights the representative is granted.

To ensure security, the representation of data provider in the e. Statistics system is created in two steps:

  • A head of the legal entity or another authorized representative confirms your representation request or creates a data provider representation account for you. The State Data Agency can also create a representation account after receiving a completed Consent to provide statistical data electronically from the head of the legal entity you wish to represent. The representation account contains your – the future data provider representative’s – personal code, first name, last name, e-mail address, legal entity's enterprise code, and defines access rights to the system. The account should contain the e-mail address to which you wish to receive notifications related to the submission of reports by this data provider. If you indicate that you will not be able to identify yourself through the Electronic Government Gateway, a 4-digit code is specified, which will later be needed to complete the registration.
  • When a new data provider representative receives an e-mail notification that he should complete the registration, the next steps depend on how question 2 was answered in the Annex to the Consent to Provide Statistical Data Electronically “Data on the User of the Electronic Data Preparation and Transmission System”:

1. If the answer is “YES” (there is a possibility to identify via the Electronic Government Gateway), the data provider's representative can connect to the e. Statistics system – after confirming their identity via the Electronic Government Gateway, it will be possible to create a login account, which will display the representation accounts created for the approved representative.

2. If the answer is “NO”, the data provider's representative should use the link sent by e-mail, enter their data and the 4-digit code specified in the Annex to the Consent to Provide Data Electronically “Data on the User of the Electronic Data Preparation and Transmission System” in the login window to the e. Statistics system – if the system finds such a representative, the login password creation window will open. The created password should be confirmed via e-mail. After logging in, you will see the representation accounts created for the approved representative.

The representative’s login account is created once. Secondly, all other representation accounts, if any, will be linked to your existing login account.

According to the data of the Register of Economic Entities, representation accounts are automatically created for all heads of legal entities. They only need to approve the accounts and they become representatives of data providers with administrative rights. They can also authorize other persons to represent the legal entity. Even if the legal entity has never filled out reports and submitted them electronically, it is not necessary to apply in writing to the State Data Agency.

Just as one data provider can be represented by several persons with separate login accounts, one person can also represent several data providers. This is especially relevant for financiers and accountants who are involved in the accounting or management of several enterprises. A representative of the second, third and other data providers is created by creating accounts. If representation accounts have been created, they will be submitted for approval when connecting to the e.Statistics system. In this case, a new system user is no longer created, and a new represented data provider is simply assigned to your user. When connecting to the e.Statistics system, you will be offered to choose which respondent you will represent. Please note that the contacts, rights and powers of the representative of the data providers are determined separately for each data provider representation.

The data provider is visible in the list of data providers represented until representation is suspended. In the event of termination of the employment relationship, each representative of the data provider, regardless of the role assigned to them, has the right to open their representation account, select the menu item “My Representation Data”, and suspend representation for the data provider. All representatives with an administrator role, as well as the head, have the right to manage other representatives’ accounts (and suspend representation).
