Completing and submitting reports

 

The general list of reporting forms can be viewed by all interested persons, no registration is required. By specifying the year of reporting and the identification code of the legal entity (data provider) in the list search parameters, you will be able to view the reporting forms that you should submit in the specified year. Log in to the e. Statistics system and, having selected the data provider , create a list of his/her submitted reports in the “Submission of statistical reports” section. It contains only the reporting periods of those reports in which the data provider is included. The list displays the submission deadlines, the number of completed and submitted reports, and whether the data provider has submitted a report. When you open the list, only those periods for which reports are currently being submitted are initially indicated. You can change the criteria and select the reporting periods you need. If you do not see a statistical report, although you know for sure that the data provider should submit it, this report is most likely not included in the list of your rights to represent the data provider. If you have the administrator’s rights, you can add to the list, otherwise, please contact another data provider who has these rights, or the State Data Agency: + 370 689 76 725 or by e-mail [email protected].

By logging into the e. Statistics system, you can view the entire history of reporting by the data provider. However, reports can only be completed and submitted during the reporting period. The submission period usually begins the day after the end of the reporting period, and its duration depends on the periodicity, volume and complexity of the report. To complete a report, you need:

  • Log in to the e. Statistics system
  • Select the reporting period for which you need to submit a report
  • Fill out the report (button “Create new”)
  • Make sure you have filled out the report correctly (button “Check”)
  • Submit the completed statistical report (button “Submit”)

To complete a report based on the previous report, you will need:

  • Log in to the e. Statistics system
  • After selecting the required statistical report for the reporting period, open it and fill it in based on the previous report (button “Fill in based on previous”)
  • You need to edit the opened report, enter data for the reporting period
  • Make sure that you have filled in the report correctly (button “Check”)
  • Submit a completed statistical report (button “Submit”)

To submit a statistical report prepared outside the e. Statistics system, you need to:

  • Log in to the e. Statistics system
  • Select the reporting period for which you need to submit a report
  • Upload a report (button “Upload XML”)
  • Submit a completed report

 

A report filled in any way can always be opened by logging into the e.Statistics system and downloaded as an XML file. Also, after opening a report, it can be formatted in PDF format and downloaded or printed. A report that is being filled in but has not yet been submitted can be edited, errors and inaccuracies corrected. Large reports can be filled in several times.

The reasons may be as follows:

  • The report being filled in contains the details of the representative who first opened it with the intention of filling it in.
  • Selecting “Fill in based on previous” copies the entire report from the previous period, including the details of the filling person. If a filling person has changed, the report should be opened for filling by clicking the “Create new” button, then the information about the filling person will be updated based on the representation account data. In order to avoid errors and inaccuracies, these are not manually edited fields.

If you notice an error in the submitted report after the submission/acceptance period has expired, first contact the responsible employees of the State Data Agency. The employees' contacts are indicated on the last page of the specific report to be corrected. Information can also be found on the State Data Agency website vda.lrv.en/en/data-collection-from-legal-entities/ in the "Report forms" section next to the form.

If, due to the nature of your activities, you need to complete and submit a certain report, the sample of which did not include a legal entity in advance, please contact the telephone number indicated for the specific form in the "Report Forms" section on the State Data Agency website vda.lrv.en/en/data-collection-from-legal-entities/.

Notifications about reports submitted to the State Data Agency, their shortcomings, etc. are sent to the e-mail address specified in the e.Statistics data provider’s representation account. Therefore, when representing several data provider’s, the representative can specify different email addresses for each of them. Each representative can see his/her contact e-mail address by opening the representation account and selecting the menu section “Administration” -> “My representation data”, and can specify it by clicking the “Edit” button (after making a change, the “Save” button is clicked). The head and the representative with administrative rights can edit the contacts of all representatives by selecting the menu section “Administration” -> “data provider representatives” and opening the card of the required representative. Important! Notifications will be sent by e-mail only if a check mark is placed in the representation account next to the question “Send notifications by email?”.

Messages intended for you remain only in the e.Statistics system if you have selected NO in your representation account to the question “Send messages by e-mail?”. If you still wish to receive messages by e-mail, open the Data provider’s representation account and select “Administration” > “My representation data” from the menu to edit, i.e., place a checkmark next to this question.

The purpose of official statistics is to provide users with objective, reliable and timely statistical information on demographic, social and economic processes, and to help society make decisions at both the state and individual levels. To prepare it, data available in administrative data sources is not enough, therefore statistical surveys are prepared, during which data are collected from legal entities and residents. By submitting reports, data provider’s make a significant contribution to the preparation of official statistics.

The State Data Agency conducts more than 200 statistical surveys annually. The country’s official statistical information is prepared using various data sources, but the most important of them is the data provided, obtained after they fill in report forms.

Data provided by each natural or legal person is very important, since many surveys are conducted using sampling methods, where one respondent selected for the survey represents an entire group of legal entities or residents. By participating in statistical surveys, legal entities make a significant contribution to providing the public, government institutions and international organizations with high-quality statistical information.

The obligation to provide statistical data is established by legal acts.

 

Article 18, paragraph 2* of the Law of the Republic of Lithuania on Official Statistics and State Data Governance establishes that respondents should provide accurate, comprehensive statistical data, including personal data, special categories of personal data and such data that allow direct or indirect identification, free of charge, in accordance with the procedure established by legal acts for the implementation of the Official Statistics Programme.

Data provider should:

  1. For implementation of the Official Statistics Programme, provide free of charge, in accordance with the procedure established by the legal acts regulating the processing of official statistics, accurate, complete statistical data and such data that allow direct or indirect identification, as well as electronic transaction or other records, mobile communication data, variable data or other data collected and processed by private legal entities, including personal data, among them special categories of personal data. Respondents who are natural persons should provide statistical data and such data that allow direct or indirect identification for the implementation of the Official Statistics Programme, if so established by the legal acts of the European Union or laws of the Republic of Lithuania;
  2. Having noticed that the statistical data submitted to the institution managing official statistics are incorrect, inaccurate and/or not all the required statistical data have been provided, correct, adjust and/or supplement them. The institution managing official statistics shall provide respondents with the opportunity to correct, adjust and/or supplement the statistical data submitted, and shall inform them of the method(s) of correction, adjustment and/or supplementation;
  3. When providing statistical data, confirm, by means of a secure electronic signature or in another manner that allows the identification of the natural person who provided them, the accuracy of the statistical data or the fact that the statistical data recorded in the statistical form or provided according to the list of statistical indicators correspond to the survey statements, except in cases where it is not required to indicate the respondent;
  4. Create conditions for employees of institutions managing official statistics to collect publicly available statistical data free of charge for the implementation of the Official Statistics Program;
  5. When natural person respondents provide statistical data by telephone, they should introduce themselves by stating their name and surname.

Consequences of the failure to submit statistical reports are defined by the laws of the Republic of Lithuania.

Article 221 of the Code of Administrative Offences of the Republic of Lithuania** provides that:

  1. Failure to submit statistical data to institutions managing official statistics in accordance with the established procedure or submission of false, incomplete statistical data to institutions managing official statistics shall entail a fine of between 150 and 300 euros for the heads of legal entities or other responsible persons.
  2. An administrative offence provided for in paragraph 1 of this Article, committed repeatedly, shall entail a fine of 800 to 1800 euros.
  3. Failure to provide documents confirming the submitted statistical data to civil servants or employees of institutions processing official statistics, or concealment of these documents, shall entail a fine of between 150 and 300 euros for the heads of legal entities or other responsible persons.

The State Data Agency expects understanding and goodwill from businesses and residents in providing statistical data.
