Strengthening Cybersecurity Competencies: Training and Partnership with the National Cyber Security Centre (NCSC)

On 5–7 May this year, the State Data Agency (Statistics Lithuania) participated in training sessions on the establishment of Security Operations Centres (SOCs), organized by the National Cyber Security Centre (NCSC). This was a practical step in strengthening the knowledge and skills of public sector specialists necessary to ensure cybersecurity.

During the training, participants delved deeper into the operations of Security Operations Centres (SOCs) and their importance for organization security. They became familiar with SOC structure, maturity levels, and service models that support effective incident detection and management.

Particular attention was devoted to practical methodologies: incident management, monitoring, and threat analysis. Participants were introduced to applied threat intelligence technologies and vulnerability management systems. This provided them not only with theoretical knowledge but also with practical skills essential in today’s cybersecurity landscape.

The aim of the training was not only to transfer knowledge but also to encourage participants to establish their own SOCs, make effective use of available resources, evaluate SOC performance rationally, define assessment metrics, and develop continuous improvement strategies.

Development of the National SOC/CSIRT Modular System – the Result of Partnership with NCSC

These training sessions are part of the collaboration between the State Data Agency and NCSC, encompassed by the project “Development of the National SOC/CSIRT Modular System”. The goal of this project is to establish a modern and efficient cybersecurity infrastructure that enables rapid and accurate response to potential threats.

Key components of the project:

  • Implementation of modern cybersecurity technologies.
  • Development and management of SOC/CSIRT infrastructure.
  • Expansion of cyber incident management and monitoring systems.

The training was intended for specialists responsible for the establishment, management, and development of Security Operations Centers (SOCs) and Cyber Incident Response Teams (CSIRT/CERT) within public and private sector organizations. This is a key part of the project “Development of the National SOC/CSIRT Modular System”, which strengthens not only infrastructure but also human competencies.
