State Information Resources Fill the Data Lake
The State Data Lake has finally become a vibrant and valuable repository of informational resources for the state. The State Data Agency (Statistics Lithuania), implementing the project “Integration of State Information Resources into the Data Lake”, claims that the results of the first quarter 2025 have confirmed significant progress. “Our achievements in recent months are record-breaking; we have done even more than planned, integrating data into the Data Lake and opening up state information systems”, says Dr Jūratė Petrauskienė, Director General of the State Data Agency.
The project “Integration of State Information Resources into the Data Lake” is funded by the Economic Recovery and Resilience Facility (RRF). Its goal is to document all public sector data in Lithuania; integrate, centralize, and open it up, thereby increasing the state’s resilience to threats.
What seemed difficult to achieve at the beginning of the project in 2022 has now turned into tangible results. Already in January this year, the set goal of the entire project was achieved: 323 information systems were opened, even though the project’s completion date is June 2026. Since the project’s inception, the State Data Agency has collaborated with over 500 institutions, opened more than 400 information systems, and 591 data sets. A total of 700 connections have been created, and 1,074 metadata descriptions have been prepared. It can be said that the values of the monitored project indicators have exceeded the planned ones several times over. The Agency was already celebrating the results achieved in the early months of 2024, but the figures at the end of the last year and the beginning of 2025 surpassed and exceeded all expectations.
“All of this proves that the project not only gained momentum but has now reached a sprinting pace. The project team, consisting of 76 people, is pleased with the close cooperation with many state institutions, and these institutions increasingly understand the goal of these efforts: it is becoming easier for them to centrally view, understand, and manage their data, as well as to make data-driven decisions. Our specialists have truly done an enormous amount of work, which has helped achieve the current results and create a new data management culture”, notes the project manager Laurynas Truncė.
Important Groundwork at the Start of the Project
According to the project manager Ignė Česnakauskienė, not all data from information systems can be inventoried and opened: sometimes legal or technical reasons prevent this, and some systems are still under development.
The results seen today are the outcome of consistent work and close cooperation with institutions. The process of data opening takes time, as institutions carefully evaluate their data sets and aim to comply with legal regulations. According to I. Česnakauskienė, such thoroughness and diligence is a major advantage.
At the beginning of the project, much attention was given to clarifying legal provisions: institutions were informed of their obligation to provide and open data in accordance with existing laws. Today, more and more institutions recognize not only the obligation but also the benefits of data opening. The Agency provides comprehensive support and full assistance, which makes the process less complicated for institutions – most of the technical work is carried out by the Agency’s specialists.
Responsible Approach by Institutions
The State Data Agency greatly values the efforts and contributions of all institutions that have already engaged in or completed the data opening process.
“We are grateful that the majority of institutions work responsibly, adhere to agreed deadlines, respond to requests, and contribute by suggesting which data would be appropriate and meaningful to open. Flexible cooperation, professionalism, efficiency, and a responsible approach to data management are outstanding qualities of the organizations we observe while implementing the project. This is like an unexpected but positive “side effect” we’ve encountered – it is truly a pleasure to collaborate with professional and dedicated leaders and employees”, emphasizes Dr Jūratė Petrauskienė, head of the State Data Agency.
