Dashboard for Monitoring Indicators of the National Progress Plan has been Updated

The State Data Agency (Statistics Lithuania), in cooperation with the Office of the Government of the Republic of Lithuania and the ministries, has updated the National Progress Plan (NPP) indicator monitoring dashboard published on the Official Statistics Portal. This update is a significant part of the Government’s review of the NPP indicators, aimed at ensuring the relevance and effectiveness of indicator monitoring, as well as greater automation in data collection.

Why was the review necessary? 

At the end of last year, an amendment to the Government resolution was adopted, updating the set of indicators for the 2021–2030 National Progress Plan (NPP). 

During the review, outdated or no longer measurable indicators were removed. The number of indicators with values delayed by more than a year was reduced to a minimum. The aim was to reduce excessive administrative burden for data providers. For data users, the review helps minimize the risk of errors, ensures the availability of up-to-date information, and maximizes the automation of indicator calculation and publication.

Disaggregation and New Structure of NPP Indicators

Following the review, a new structure for the dashboard indicators has been introduced. Under this structure, all indicators have been categorized into three main groups:

  • Planned indicators – these are indicators for which realistic and objective target values have been set for 2025 and 2030. They allow for an assessment of progress in achieving national strategic goals.
  • Monitored directional indicators – these indicators reflect a trend (increase or decrease), but no specific target values are set. This approach enables monitoring of developments without creating additional planning burden.
  • Additional monitored indicators – these are data points that help assess changes in the situation and the results of implemented actions.

It is important to note that both planned and monitored directional indicators are equally important for monitoring each strategic objective.

This classification allows for a better understanding of the dynamics of policy changes and provides a broader, more contextual monitoring framework. The new structure also contributes to more transparent and flexible use of data for decision-making.

Direction Toward Automation and Data Collection
An important part of this update is the aim to ensure that actual values for planned, monitored directional, and additionally monitored indicators are collected through the State Data Governance Information System. To achieve this, close cooperation is maintained with institutions that administer relevant data sources, registers, and information systems. Automated data collection not only improves the quality and relevance of information but also helps save human resources.

The update of the NPP indicator monitoring dashboard marks a significant step toward a more efficient and intelligent model of public policy monitoring. Clearer indicator categorization and a higher level of automation enable institutions to more accurately and promptly assess achieved results and plan future decisions.
